What it does
- Ingest declarations pages (JSON or text) into a policy graph with per-field provenance
- Propose-only merges: unconfirmed ingests write nothing to the graph
- Expiry radar: renewals, premium dues, grace-period ends, escrow proof deadlines, enrollment windows
- Gap report: uncovered assets, duplicate coverage, premium spikes
- Alert windows may only tighten, never loosen (the Vigil rule, encoded and tested)
