Eclipse BidMatrix MCP
Drop in a solicitation, get back the compliance matrix — Section L/M extraction, requirements checklist, deadlines, set-aside summary.
status: in-developmentclass: mcpGovernment ContractingDocument Analysis
Vendor: Cyan Eclipse Technologies
What it does
- Shred a caller-supplied solicitation into an evidence-bound compliance matrix: every requirement row carries a verbatim source quote plus its locator (section + line span) — nothing is paraphrased into existence
- Completeness pass with a SILENT_EMPTY gap report: solicitation sections present in the document that yielded zero extracted requirements are flagged by name, never silently dropped
- Requirements checklist and set-aside summary (set-aside types with verbatim quotes, NAICS codes, size standard verbatim)
- Deadline extraction under strict date formats only: unparseable or relative deadline text is flagged by name (UNPARSEABLE_DATE / RELATIVE_DATE_UNRESOLVED), never fabricated into a date
- Local and stateless v0.1: input is raw text or a local file path — there is no live SAM.gov fetch, no PDF parsing, and no network call

Certification
Bench verdict: CERTIFIED(local)
Certified scope: CERTIFIED(local) — Eclipse Bazaar Test Bench 2026-10-26, 25 pass, 1 na of 26 checks (U1 auth: stdio process boundary). Run by W-003 (Verity), suites/bidmatrix.py. Runs 1–2 FAILED and the run-3 harness flake are retained append-only; run 4 is the standing card — defects D1–D6 fixed and verified on bench-built fixtures independent of the builder's tests. N-CHECK: NOVELTY_PROVEN — evidence-bound rows (every requirement a verbatim substring of the source with a section + line locator) plus the SILENT_EMPTY completeness pass; with D4 fixed, the completeness limb holds under repeated section ids.
Not tested:
- Live SAM.gov fetch / URL ingestion — NOT built in v0.1; the caller supplies raw text or a local file path, and no fetch verb exists on the surface
- PDF parsing — NOT built; text input only
- Hosted / multi-tenant surface and payments — NOT built; local stdio only
- Backlog D7 (minor, non-gating, from the standing card): NAICS lists separated only by ' / ' extract the first code only, and the unanchored phrasing 'Applicable NAICS codes are …' extracts none — outside the engine's declared anchored scope, logged for the next fix wave
