What it does
- Versioned, machine-consumable AI-obligation library (EU AI Act, Colorado AI Act, and Texas TRAIGA seed chapters) with as-of resolution and provider/deployer/importer/distributor roles
- Maps provision → obligation → system → control → evidence artifact, with provenance on every link and no blending across regimes
- Candidate classifications cite the exact fact-set hash, stale-flag when facts change, and keep the determination field permanently empty and customer-owned; incomplete facts never become a guessed tier
- Deadline engine keeps legal rule clocks and guidance cadences distinct, with the computation shown — a past-due cadence never renders as a legal breach
- Evidence packs carry a mandatory gap section and a hash-chained receipt. Evidence machinery only: no filing, submission, regulator-channel, or determination tool exists. v0.1 uses a synthetic fixture deployer only

Certified scope: CERTIFIED(local) — Eclipse Bazaar Test Bench 2026-10-26, 21 pass, 1 na of 22 checks (U1 auth: stdio process boundary). Run by W-003 (Verity), suites/crosswalk.py. Run 3 is the standing card; runs 1–2 FAILED cards are retained append-only. N-CHECK: NOVELTY_PROVEN — a versioned obligation library with as-of resolution and a role dimension produces fact-hash-bound candidates whose determination stays permanently empty and customer-owned, with mandatory evidence-pack gaps.
Not tested:
- Live customer data (gate X1) — not built/run: counsel review of claims/output language + design-partner deployer required first (spec §6.8).
- Remaining regime chapters (California, New York, Illinois) — later data chapters per §6.1.
