What it does
- Legal-status event ledger per subject — every event pinned to the hash of the source record that asserts it, inside a named sealed snapshot
- Claims divergence receipts — the claim set as published vs the claim set as granted, diffed mechanically claim by claim
- Assignment-chain witness — recorded conveyances sealed as a sequence with its gaps named as gaps
- Source-drift witness — the upstream source surface is fingerprinted per snapshot and its drift is sealed as product output
- Offline recompute of every artefact from the named snapshot package with the shipped standalone verifier (verifier.py)

The card's scope language is binding: scope caps at local, FIXTURE scope — every seal is FIXTURE_SIGNED under fixture keys over fixture extracts; the mechanism (sealed legal-status event ledger, claims divergence, assignment-chain witness, source-drift witness) was measured certified-grade and every derivation was independently recomputed byte-identical, but no CERTIFIED verdict exists for this product. Live ODP ingest is MEASURED BLOCKED (bench re-verified HTTP 401 without an operator ODP key) and no live seal exists.
Not tested:
- Certification — withheld pending a fix round on PW-D1/PW-D2/PW-D4 (PW-D3 as rider) plus a scoped re-bench
- Live ODP ingest and any live seal — measured blocked without an operator ODP key (HTTP 401)
- Patent search, full-text retrieval, status lookup, fee/deadline calculators, monitoring — these verbs do not exist on any surface by construction
